to transmit to you a copy of a letter from the French Chargé d'Affaires at Peking relating to a complaint stated to have been made by the Governor of Hong Kong against the Captain of a French Mail Steamer for having hoisted the Japanese Flag, together with a copy of a letter from the Board of Trade in reply to the reference which had been made to them by the Under Secretary of State, Colonial Office.
